Where To Draw The Line

Part of the Supreme Court's big finish included an opinion mostly upholding the power of Texas to redistrict as it chooses when it chooses. Here's how the LA Times puts it:
By clever line-drawing, [Tom] DeLay and the Texas Legislature — with both houses newly under GOP control in 2003 — remade its delegation in Congress, turning a 17-15 Democratic majority into a 21-11 Republican majority in 2004. The bold move signaled an escalation in partisan warfare.
What they fail to mention is when they redrew the lines, Texas was a majority Republican state by a lopsided margin, some say 60%-40%. So the earlier gerrymander was even more clever in defying the will of the people.

I guess the partisan warfare had escalated earlier than the Times thought.
