Movies Are Your Best Entertainment Value
Here are the top TV shows from the 80s according to AOL's "INSIDE/tv." It's my recollection that the 80s weren't a great time for American television. The sitcoms were better in the 70s and the dramas would be better in the 90s. This list confirm that.
There are some good choices--I even agree with #1 and #2--but an awful lot of weak and even affirmatively bad shows, especially among the sitcoms.

What -no "Finders of Lost Loves"?
Married With Children and Newhart should be higher. Also Square Pegs-when Sarah Jessica Parker was adorable (before she met shoes I guess)
The absence of TJ Hooker is a crime also the short-lived much-unloved series "V" (just for the episode about the alien lizards masked as humans, conducting a trial by battle, condemn the hero for bringing a foreign object into the wrestling ring- "You're making a mockery of the legal system!")
I also agree with #1 and #2, and would not have a problem with top 8 being in the top ten (though MASH's best years were in the 70s, at least as a sitcom). Which brings up the dificulty of listing comedies and dramas in the same list. Cheers was the best sitcom, Hill Street was the best drama. But whether one was better than the other is comparing apples and oranges.
By the way, Fancast.com has another season of Hill Street Blues up for free viewing - I think they are up to the first episodes with Buntz in them (some of my favorites).
I agree that some of the shows, like M*A*S*H, were not truly "80s" shows. I'm assuming there was an open vote so some non-80s shows slipped in. (In fact, if M*A*S*H were to be fairly considered, it probably would have rated higher.)
New England Guy's line about V reminds me of something a friend once told me about. A wrestling magazine had a list of what was In and Out. "In: Foreign Wrestlers. Out: Foreign Objects."
