I think this is the best move for him. He should focus on Wisconsin and finish his term. Then he should finish up his college degree, to remove that hammer against him, and get some foreign relations experience (if a Republican wins in 2016, serve in that administration. Then he can take another run.
Lack of a college degree is not why he failed. And if he got a degree, he would be damaging his brand as an anti-intellectual. His best path would be as Fox News commentator except he's pretty boring and there is going to be a lot of competition for those slots soon.

This race is going to be Bush v Clinton and hopefully we can all focus on something more interesting
