C'mon, George, just say it: Percentages are progressive.
"If taxpayer A earns 20 times more than taxpayer B earns, taxpayer A pays 20 times more dollars."
Don't give them the vocabulary, you nitwit. Percentages are proportionate, too. Words are your business (thoughts a not too distant second) so stand up for them.
