The "controversy" is that the White House supposedly did not want Lo Duca to catch the pitch because of his association with the steroid investigation. Where the reporter got this idea is not explained.
As for Lo Duca, he's quoted as saying he hopes to meet the president, so I don't think he would feel "tarnished" by the association.
Anyway. This is a non-story, ginned up by a reporter - or editor - looking to embellish his anti-Bush cred.

Is the story that the Pres didn't want to throw to Lo Duca or that Lo Duca didn't want to be tarnished by Bush?
