This analysis is precisely correct. Clinton will be high profile, does not represent "change" in the eyes of foreign states or public, and is a constant threat to put her own interests ahead of her President's. But then again, see my title.

Its a no-lose situation. If it works, he's genius. If it doesn't, the party congratulates itself on having not picked the problem.
Clinton is a brilliant choice. It tells the world Obama is serious (he knows if he's as weak as he actually sounded during the campaing, they'll walk all over him). It unites millions of Democrats who abandoned him during the campaign. Obama actually lost votes among white women. Finally, it takes his only serious competitor out of the race for 2012.
Another downside not to be ignored will be the same tired jokes.
