Is this a joke? Biden had nothing to do with it. Specter saw he had a better chance getting reelected if he switched parties, so he did what any politician would do. It won't change how he votes in the Senate.
I don't understand why Specter is a democrat (unless he's been promised something) rather than an independent. Therefore, I'm guessing that he's been promised something (committee chair?).
I don't buy that he has a better chance of reelection in the other party. If he was going down to defeat in the Republican primary, he's almost certainly going down in the 2010 democratic primary. His best chance to win is in a 3 way race where he can present the party nominees as extremist partisans and himself as the rational alternative.
He's been promised his full seniority, so yes, that will lead to at the very least an Appropriations sub-committee chair. Also, promises have been made to "discourage" potential democratic competitors. We'll see if those promises survive his first three votes against the Democratic agenda.
