Whoever would have expected this out of New Jersey? I wonder how many states mandate the existence of wealth. Colorado mandates a percentage of the budget go to education, I believe, and Ohio had a legislator introduce similar legislation here (to amend the constitution to so provide). I know there are at least a few states that provide pensions are constitutionally sacrosanct, which is a little bit like mandating that all men look like, oh, who cares, Taylor Lautner.
