Do socialists have any other tool at their disposal?

Will California use congestion to coerce motorists?

Motorists, medical patients, students, food, housing, clean air. Except for shooting people, congestion is pretty much the only rabbit in their hat, isn't it?

(On a related note, my dark predictions about Oregon seem to be true. Apparently the program involves a chip that allows locating a vehicle on three axes with precision less than 1 meter. There's a data set about a million people would like to lay hands on. So ridiculous. All you need is the road and mileage, nothing else.)
