At first I thought this was a joke, but I guess this is how the government sees us. Fascinating.
New England Guy used to live in Pennsylvania. I wonder if this is what he was escaping? (Except if he were, the last place he'd go is Massachusetts.)

Seems like somebody had too large an ad budget. Interestingly enough, I am aware of cases where Pennsylvania residents needed to be defended from the greedy hands of income tax officials in states where they had vacation homes.
Lets see, tax collectors and their friends and cronies ultimately get paid by taxes which are collected and tax collections are currently down throughout the land. Although the government overlay confuses things, its an example of simple economics- self-interest in action. Its giving cops an interest in speeding ticket revenue
On the other hand- like Martha Coakley, Arlen Specter's unassailable lead in the Pennsylvania Senate primary is shrinking. While he may still eke out a victory, for the record, when he switched I thought he'd have a hard time garnering the Dem nomination
