This is nearly the perfect plan. I have to admit, I'm impressed as hell.
A little odd that it's opposite day, though. He did just say he was different because he likes the mandate. I wonder what Trump will be pushing once he's in office? I'll guess it changes slightly--he'll eliminate those circles around the states by drawing a big circle around the U.S. and having one efficient provider inside it.
Of course he'll eliminate the circle that constitutes the immigration border. Everyone sees that coming, right?

Trumpcare!
The only thing guaranteed to improve health care in general is repealing Obamacare. Anything done after that may or may not work, but probably won't. (Trump says he'll save hundreds of billions by negotiating with the drug companies. This is delusional for so many reasons it makes me think he's off his meds.)
