In Tradition With The Family Plan
Many are wondering why Obama chose Leon Panetta, who doesn't seem to have the proper experience, to head the CIA. I feel, and I'm not alone, that Obama saw how the CIA had done so much to undermine the Bush administration and simply wanted to make sure he brought in a guy he knew would be on his side.

Obama won't take any people who have the knowledge because the left believes they're tainted by their connections. After 9/11, that's not good enough.
He couldn't pick a high ranking insider if he wants to have the option of investigating the high ranking insiders to see if they violated US law. Not that I think he'll actually do so, but it's good to keep your options open until after you get control of all the books & records.
