Not The Great Solution

There have been a lot of odd statements about immigration coming from the Obama administration lately.  In fact, they're all sort of strange since everyone knows it's for show.  They couldn't get their reform passed when they had complete control of Congress, so all they're trying to do is now solidify a part of their base (without, they hope, turning off independents) by talking up things that aren't going to happen.

But the most interesting statement, seems to me, comes from Janet Napolitano's recent appearance in front of the Senate.  Referring to the issue of border security and immigration reform, she declared it a "Gordian knot we must untie."

You don't untie a Gordian knot.  You cut it.  Is this a metaphor for the White House's approach to intricate problems, fiddling away at the edges when bold strokes are called for?
